Charles Bell is the Programs Director for External Relations and Advocacy for Consumers Union (CU), where for over the last 24 years he has helped to initiate and develop a variety of programs, including grant-funded projects to provide consumer and policy information. At Consumers Union, Bell also serves as the New York representative for CU’s Charitable Health Assets Project, which works to provide public oversight of conversions of nonprofit health corporations to for-profit companies, and holds non-profit health insurers and hospitals accountable to their social missions. Bell’s notable roles in the community include serving as chair of the board of directors for Nonprofit Quarterly, and as a steering committee member for New Yorkers for Accessible Health Coverage.

Bell studied at the Atkinson Graduate School of Management at Willamette University and is currently pursuing a master’s degree in international business at the Columbia University School of International and Public Affairs. Prior to joining Consumers Union in 1989, Bell held leadership positions at Oregon Fellowship of Reconciliation and Oregon Food Share.

Bell continues to dedicate himself to strengthening consumer protections in health insurance and improving public oversight of health insurance companies. He has testified before Congress on several issues including out-of-network reimbursement in health insurance.
